PLV-Z4 projector to PC hookup

I am connecting sanyo plv-z4 projector to a PC. PC has female dvi-i port. Projector has VGA 15 pin female port but manual says u can connect RGB scart 21-pin here too (how to connect 21 pin to a 15 pin jack?). Projector menu has an option for this output to switch between RGB analog/ RGB scart. Distance from PC to projector is 25 feet.
How can I get the best picture?
