I also have a Pioneer 104 and that is slow (50-60mins @X1 for 4.3Gb max).
People talk of having an ASPI Layer but I've never had to bother so I dont think that is the problem.
Also I'm only running a 900Mhz AMD so your P4 should be on the money as it were.
I'd suggest Nero 5.5.9.9 (or above) and in Nero Toolkit is DRIVE SPEED <--

I've got a 105, not had any problems with speed though. Mind you I don't really use Nero for Dvd so perhaps that's where your problem lies. I use Prassi for writing from the hard disk and Stomp RecordNow Max for duplicating and burn a Dvd full in about 45mins at 1x. As far as Dvddecrypter and Dvd2One go, neither will have anything to do with the speed of your writer. Have you got the jumper on the back set up as slave, master or cable select? And does it share an Ide port with another device?

who's got a problem with Nero princy1?

i never had any joy with Prassi which came with the 104 but have had 100% success with Nero 5.5.9.9.
So much so that I've not felt the urge to update Nero - if it aint broken,it dont need fixing -

If Nero works for you then fine, as you say "if it ain't broke, then try to fix it". I'm just speaking from personal experience, and in my opinion PrimoDvd is a better piece of software than Nero for burning Dvd. Having used both and had less problems with PrimoDvd, it's just my opinion
