RAM cas latency?

I was just wondering what cas latency is on memory and what the set of 4 numbers actually means? I know the lower the numbers the better but thats all i know. Can you overclock memory to acheive faster clock speeds and or lower cas latency numbers?

My motherboard lets me change the RAM cas latency times, but other peoples I know don't give them the option too. I guess it depends on the motherboard.
