Can you post a Nero log file?
That has the information we need.
256 MB is useable. More is better tho.
There are a variety of reasons Nero could fail. Sometimes it's the media, sometimes it's a fault with the program or you might be doing something wrong.

Nero is supposed to run on less but might not work correctly. The first thing you need to do is to update your Nero. Yours is quite a few versions behind.
Also you posted your Nero serial number. You should edit it out.
It's the number that starts with 1a23
After you get updated try an actual burn and post the log from that. That way we can see what error you are getting.

Its not recognizing whatever you have in the drive.
Your burner is several versions behind on firmware. Get newest for it here.

I still don't know what type and brand of media you are using. This can be the cause of the problem.
I'll go over your last log and then try to come up with a procedure to test with.......
The errors on your log are the result of not having a blank inserted and aborting the program. This does give us a bit of information to work with though.
The first thing I see is that firmware for your Lite-on Burner is out of date. Here is rpc1.org's firmware page for this drive:
http://forum.rpc1.org/dl_result.php?kaj=1&isces
The next thing I see is that DMA is off on your DVD-ROM. This will slow the rip process down but not cause a failed burn. I would correct that as soon as possible though.
Here is a guide:
http://www.dvdplusvideo.com/dvdguide005.html Here is another guide:
http://home.comcast.net/~bbmayo/checking%20DMA.pdf
whompus brought up your new Nero is a bit out of date so you should download the newest version from Nero:
http://nero.com/nero7/enu/nero7-up.php
Your RAM is minimal. If at all possible get more. Nowdays a typical PC used for video work will have 1 GB of RAM for "happy" ripping and burning. I noticed on a previous computer that an increase in ripping speed occurred when I upgraded from 512 MB to 1 GB. I imagine you will see an improvement as well if you can do an upgrade from 256 MB to 512 MB or more.
I doubt your RAM is causing errors though. It is just slowing things down. The programs should still work.
Make sure you eliminate as many programs as possible that are running in the background. For example you can disconnect from the internet and turn off your firewall/antivirus programs.
Lets go over a test procedure so we can get a good simulated burn.
I assume you are familiar enough with Shrink to make a set of video files on your hard drive. We need those to load into Nero to perform the simulation.
I just popped Fantastic 4 into my ROM so I will go through each step.
Insert movie in DVD-ROM.
Open Shrink, select movie.
Shrink analyzes.
Select Re-author.
Drag Title 1 over to the left.
Click Compression Settings tab on right.
Uncheck all audio except AC3 5.1-ch.
Uncheck all Subpicture boxes.
Select Backup!
Change target to "Hard Disk Folder".
Set output to my "Shrink Target" folder on my desktop.
Select OK.
Encoding begins. Decryption Status: Not Encrypted...I have AnyDVD running in the background.
Encoding complete. Time: 8 minutes 44 seconds.
Select OK.
Close Shrink.
That completes making a set of files on the Hard Drive. They are located on my desktop in my Shrink Target folder. The next step is to use Nero to perform a simulated burn.
Open Nero Burning ROM. I have a desktop shortcut so I just click the icon.
Burning ROM opens.
Click the DVD-Video icon on the left. Don't use any other!
Click New, bottom left.
Browse for the movie files, double click my Shrink Target folder.
Double click the Video_ts folder. The files open.
Right click any of the files and select "Select All" from the menu.
Right click the blue files and select "Copy to Compilation".
They are copied to the compilation area on the left.
Place a blank DVD in the burner. I give it a few moments to get spun up.
I note that my burner is selected at the top.
Click the Burn icon at the top.
Action:
Check the Simulation box. Uncheck the rest.
Writing:
Change the write speed to 4X.(I'm using 8X for this simulation. I burn at 4X.)
Number of copies: 1.
Everything else is unchecked.
Click the "Simulate" button to start. It starts.
When it finishes, a Simulation Completed window opens.
Click "Details" and then click "Save Log". Save it to a convenient location.
Select OK and Close Nero.
That completes the simulation. Nothing was written to the blank disc. It does have to be in the burner for the simulation to work.
Here is my simulated burn log:

So you should be able to complete a simulated burn and we can see a good log file from you. Let me know if I left anything out or if you have a question.

I caint beleave we mised this.
Quote: DiskPeripheral : WDC WD600AB-60CBA1 atapi Port 0 ID 0 DMA: On
CdRomPeripheral : LITE-ON DVDRW SOHW-1673S atapi Port 1 ID 1 DMA: On
DiskPeripheral shows port 0 id 0 so is on primary as master and is right
CdRomPeripheral shows port 1 id 1 so is on secondary but as slave
Is there some other ide device on the secondary ide controller as master and not showing up in the log? If not you should change the jumper on the back of the dvd burner to be master or cs.

You will most likely have to remove the drive from the computer to get access to the jumper. Then change the tab from sl, to ma or cs. I suggest ma as it seems to work better that way.
The jumper will look like this

Because if it is on the secondary channel as your log points to. With port 1 and id being 1 instead of 0 that suggest it is jumpered as slave. Your log also does not point to anything else being on the secondary port. Therefor it will never work right with the current settings. With it being the only device on the channel it has to be set as ma (master/single drive) or cs (cable select). The slave setting (which most come from factory set as) is to be put on a channel with another device already on it as master.

Well if it is not set right you will keep having problems. I notice you said at one time it burned ok. That seems to mean it may be set to cs but for whatever reason now it is being picked up as port 1 id 1 which means it is picking it up as second drive on secondary controller. Cs seems to only work ok on a regular basis if there are 2 drives set to cs on the same controller.

Maybe he has more faith in cs then I do. I dont know about nerd but I have no faith in cs at all. If you where in South Alabama I would say bring it into my shop for me to look at.

I am not sure what the price would be down under. Should not be much. Most likely just a benchmark fee because all thats needed from the way it sounds is a jumper or connection changed, the price of memory is not much also but will depend on what type your system uses.
The dvd region + css free removes region and copy protections. Much like anydvd does. I reccomend anydvd myself. I have never used region + css free so I can not say for sure how good it is. I do use anydvd and can say it is great.
You should be able to install memory and change the drive jumper or connection yourself. If you are not comfortable doing it take the system to a local shop and they should do both for you fairly cheep.
