That is usually caused by bad media or burning too fast, neither of those seem to apply in this case. There are a couple of other things that could cause this. One is a badly fragmented HD. It can induce skipping to copied discs. If you rip often, your drive will get fragmented, fairly quickly if your HD is small.
The other thing that can cause this is anti-virus programs running, or mult-tasking while burning. You don't need the internet when burning, so you could shut that off. Also close down as many applications as possible when burning. Sometimes you have spyware on your system, and it might be trying to report to the internet while you are burning, it could be trying to do that every 3 seconds, and cause a hickup in burning, but i am just guessing about that.
In rare cases it could be the drive itself bad. You might also want to check to see if your drives firmware is up to date. I haven't heard of old firmware causing skipping, usually it just doesn't burn the disc at all.
Maybe it is something in the winavi program. Nero Vision is supposed to be able to convert AVI files, so you might give that program a try. Also, you could try burning at 4x. For some ppl burning too slow causes errors and failures.
The only other thing to try is another brand of disc. If you could get ahold of some Sony, Maxell, or Fuji, made in japan, you will find some Taiyo Yuden discs, and these are the best IMHO.
Also check to make sure your drive is not in PIO mode.
Here is alkohol's guide on checking/changing DMA.

I had this problem some time back (when Craig from Nero was present on the forums).

There are a couple of other reasons that this can occur (even when using Nero to convert the files).

One is that the .avi file is corrupted, ie a bad download, and thus it does not convert to mpeg2/VOB properly. This form of problem will still play smoothly in its .avi format but won't convert smoothly.

The second is a problem that arises when a downloaded version of Nero is used that does not have a valid serial number. For whatever reason this can affect the burning process. Go to the Nero website and use their program to confirm that the serial number you have is valid. Not suggesting for a moment that you are deliberately using a pirated version, just a course of action that you can follow.

I managed to get around the issue of the bad download by first converting the file to NeroDigital and then to DVD using Nero Vision Express.

Hope this helps.

drno68,
That was good info. Didn't know about the bad serial number thing, but sounds like it might be a good way to keep the pirating down.
And yes, the quality of the source file is all important. Didn't know a bad AVI would still play fine in AVI format, but not convert well. Haven't done a lot of file conversions myself. Usually im ripping DVDs and cds.
