Asking for "the best and the fastest" are two different things!! :)

Anywho...you've come to the right place to ask those questions as we have not only experienced people here, but they are passionate about what they suggest to others!

As of today, the following should meet your needs (suggestions).

Processor: AMD FX-60
RAM: 2Gig (Corsair, OCZ, Crucial) PC3200
Motherboard: ASUS A8N32-SLI Deluxe, MSI K8N, DFI LAN Party...**
Hard Drive: (new) WD Raptor 150 (boot, or dual in RAID 0), Hitachi 7K500 (500gig storage)
Videocard: (debatable) GeForce 7800GTX in SLI (ASUS A8N32 uses dual x16 PCI-E lanes)...OR, wait until next month's release of the 7900GTX. **If you want ATI's Crossfire, you'll most likely have to purchase an ATI motherboard...though not sure. As far as single cards go, definitely add the X1800, and X1900 series from ATI.
Sound: Audigy XFi
PSU: TurboCool (min 510w)

Just for starters...
