It depends on the Type of Sync problem it is, Some are easier to Fix and some are nearly impossible....
First off if you say that the Sync problem gets worse after encodeing then that could be caused from the audio in the AVI being VBR MP3 format which either Goes out of Sync after encodeing or it Dissapears...To solve this you have to decompress the audio in the AVI file before you encode it or do anything with it...

If the audio is out of sync right from the Beginning and stays the same ammount out of Sync though the whole file then it can be Fixed by simply advanceing the audio or Video to sync them up which you can do in Virtual-Dub useing the Audio/Video interleave Settings....

If the audio and Video Start out in Sync but gradually drift out of Sync then this is because the audio and Video Streams are Playing at different Speeds and one stream is Longer than the Other...The Way to "Possibly" fix this Problem (Only if the audio and Video Drift is at a Constant Rate and doesn"t Fluctuate) is by Stretching or Shrinking the Audio Stream so it matches the exact Length of the Video stream ,Do do this you would have to extract the audio from the AVI file and then use an audio editor like "Goldwave" or "Sound Forge" to Stretch/Shrink the audio Length to the exact same length of the Video File and then save the audio file and use it as the audio source when encodeing the avi to mpeg-2/DVD....

If the audio and Video are in Perfect sync and then suddenly the Audio and Video just Jump out of sync then the way to Try to fix this Type of Sync problem is to Make a Cut in the AVI just at the Spot were the Glitch happens and the de-sync starts and take the out of sync Part of the Video and do the First Method for Fixing sync Problems that is Posted above were you advance the audio or Video till they are in sync and after you have the Bad part back in sync you can Join it with the Good part of the Video and you are set....
