Azureus slow download speed

I am trying to download from azureus for the first time and i am getting slow download speeds i have opened the port forwarding on the router and i am getting the green health indicator but i am only getting download speeds of about 10kb/s I have tried this using different ports and get the same speeds. I am downloading popular files with over 50 seeds and 300 peers and i also have 4mb cable broadband. I have tried changing the upload and the download speeds to different settings but still get the same speeds i have turned of the AV and firewall and still no joy. Any help will be appreciated.
