Why is your motorola surfboard coming up under local area network? It's plugged in over USB isn't it?

Well that depends what firewall you use. I've no idea what tickboxes you have, but temporarily disable the whole firewall and see if it works.

it was already disabled should i enable allow incoming mask request and allow incoming router request i have windows xp sp2

If the firewall is off and you have no other firewalls, then that won't be necessary. Which lights on the Belkin are on, off or flashing?

the only lights which are solid are power and 1 the others are not lit

Right, well that setup sounds right. The router plugged into the PC should trigger a network connection though.

it wont i am using my virgin media at the moment and all is fine never had any problems with virgin media what should i do now?

Modem to PC using USB.
Router to PC using Network cable.
After that, follow the manual's instructions.
