Controller screwed??

Today I took delivery of a wireless controller I had bought off ebay.
The controller was Japanese but this should not matter.
When I turn it on all that happens is that the 4 green lights blink on and off an my 360 does not recognise it.
The pad was brand new and boxed and I have tried different batteries.
So will it be going back or is their a simple fix?

did you press the link button on the 360 and on the controller?

it's a really small button on the front of the 360 kinda looks like >)))) and same for on the controller (it's on the top by the shoulder buttons on the controller) and well on the 360 it's just on the front (the only other button besides the power one and eject one)

I had tried the pad but not the 360.
