rare! 3 computers behind router,1 computer no working for p2p!

i have 3 computers behind router which connected to high speed internet. i have successfully forwarded these ports for emules working on 2 computers, they work well.1 computer only have HIGH ID and firewall open status but can't pass port test at all and the download speed is very slow. i have tried different ports,nothing improved.and i have another p2p software working in 2 computers(installed earlier)but on the last computer,it doesn't work.
i wonder if my ISP does something for this and how ?
