im trying to open a *.bin.exe files in a 98 windows
can anyone help me here?

thats an image file, just has exe on it so it can be found on kazaa and places like that. Remove the .exe and burn the image!

burn it with nero, or whatever burning software you use.

Image file - entire cd in one file (even if its .bin/.cue cause all the cue has is info on the bin!)

To Burn - In Nero, click file - Burn Image, load in the cue file or if you dont have it, the bin file!

What is a CUE file? and my why Nero dousn't want to let me burn my BIN file?

the cue is sort of the instruction sheet for the bin. in nero, go to "file" then "burn image" and direct it toward the cue (it should only show the cue when you are looking for it, not the bin), it will burn the bin (make sure you have both the bin and cue in the same location). or just get fireburner, it's already set up for bin/cue and the cue's will have a little fireburner icon and you just doubleclick it and it sets the process of burning the bin in motion.
