For the best quality mp3s use EAC (exact audio copy) to rip your audio CDs and LAME to encode them. Follow this guide:

well audactiy is a free audio editor, and i've heard good things about it. or you could try an mp3 splitter such as mp3 surgeon or mp3 splitter & joiner
