I don't suggest TMPGenc's use. It's too slow, when it makes multi-pass encoding.

If you've time, the standard ones are very good.
Otherwise, KVCD templates use CQ mode (read http://forums.afterdawn.com/thread_view.cfm/124272 and get from the links it points to the non-standard KVCD templates I'm talking about), which isn't a multi-pass encoding mode and is very good. The only drawback is that finding the righe CQ value for a certain movie is hard (for example, let's suppose that for an AVI movie being 4.7 Gbm you need CQ=82,6. Finding that CQ* = 82.6 is very difficult)
The best tool for the approximate calculation of CQ* is the 'suite' CQCalculator+CQmatic. If you don't manage to find it, PM me your e-mail and I'll send it to you.
In conclusion, you could try CQ encoding (KVCD templates), but what I would suggest is to use another, and faster, encoder instead TMPGenc, to encode VBR movies.
