I got the game to burn correctly. Title boots and all that. I can enter gameplay and race normal races but when im getting chased by the cops the world takes time to draw in. Media problem or a problem with the game. Do i need to rebuild or patch it?

okaay i have no idea what a debugged test ps2 is but what you can do is post the media id of those ridata disks, this is what tokijin says i his faq:
Q. What is the Media ID of a DVD and how can I find it?
A.The Media ID of a DVD is the true measure of it's quality. It contains prerecorded info about the disc's manufacturer. The quality of the disc will vary depending on the media code. The media code isn't visible on the disc or the packaging. To check the media ID, Open DVD Decrypter, insert your disc, and check what it says under Media ID or Manufacturer ID. You can also use a program called DVD Identifier which is very useful. You can find it here: http://www.afterdawn.com/software/video_software/dvd_tools/dvd_id...
Compare the Media ID to this link: http://www.digitalfaq.com/media/dvdmedia.htm
Huge List of Media ID's (Thanks to DogBomb): http://forums.afterdawn.com/thread_view.cfm/155431

ok and are they + or - disks

usually it is the media that causes those type of problems.
And no the game doesn't need to be patched.

1.If they are +R DVD's then you may want to try -R
2.If they are 4X DVD's then step up to 8X
3.have you looked on the net to see if there is any updated firmware for your burner?
4. did you make sure you shut down all other programs on the PC and anything like antivirus software that was runnning in the backround on the PC. And not use the PC for anything while burning?

I made a copy strait up with DVD Decrypter and it worked fine.
