It asks me to choose between 50htzs & 60htzs and I've choosed both of these options, but all I get to is the load up logo on the bottom right then nothing after that just a dark blank screen.
All my other games work apart from this one anyone know what's causing the problem?

It could be the laser.. is your copy a backup or original? If it is original, chances are the disc is dirty/scratched or your laser needs cleaned/replaced.
If it is a backup, chances are you are using bad media. Use high quality media such as Verbatim 8x DVD-R or Tuiyo Yuden 8x DVD-R and burn at 4x (always burn at half the maximum speed) and this should fix your problem.

It's the original disc and it's the second one I've bought.
My PS2 is a SCPH-70003 and there has been no warning messages that the game can't read it like disc error, the PS2 I had 2 years ago was making funny noises but this isn't making the same noise.

Chances are it's the laser then. You will have to try cleaning it, or re-aligning it or even replacing it.

I don't think the lens is dirty as I'm playing GTA San andreas right now, but I have the game in my drive and I'm currently looking at it's files.
Could it be the files?

No, if the game is original, and it is playing up and is in good condition, then it is your laser which is having trouble reading it.

EDIT : It may happen with some and not others.. but eventually you will see it happen to a few more and it will go on and on.
