Easy to open with DVDDecrypter, it will quickly tell you if CSS and/or Region protection is in use.

My disks show no protection. Does that mean I can skip the decrypter and the shrink and go straight to Nero?

You could use Nero Recode. If the original is small enough to not need any compression, you could use Nero Burning ROM.
