I can not get the construction cheat to work with BI. I write Process_cq Settlements name but it says cant find settlement. Does this cheat work with BI? How do I get it to work?

Also with Rome Total War I can't get the recruitment cheat to work either Process_rc settlements name but no joy.

Can someone please tell me what the hell I am doing wrong.
