BitTorrent Fast for 5 minutes than drops, Please Help!

I am using a belkin router, and windows firewall with BitTorrent, I have been trying to figure out how to get high download speeds and thought i had it right. I started downloading a torrent which has many seeds and peers and it started out at around 200-300 kb/s, it stayed at this rate for about 5-10 minutes than went down to about 10-20 kb/s, than finally down to 0 kb/s. i used port probe and it says that port 12540 is open (this is what my "starting at port" is set to in the BitTorrent Settings tab). Can anybody tell me what i am doing wrong please, thanks.

Btw, ur answer is all over this place, the reason no1 is responding is b/c they are tired of repeating the same thing over and over.

Also, people are generally to busy to bother answering threads made by people who have no respect for them, who don't even bother to see if maybe their question has been answered A MILLION TIMES BEFORE,
and who have NO PATIENCE.
This is not a helpdesk where your question gets answered immediately.
