Tivo to DVD with Nero Vision question?

Question-
i am going to be burning a show recorded with a Tivo or similar device to DVD. The Original File is in MPG format 4:3 ntsc format, Video size is 352x480.
My question is which quality should i burn to dvd as? I am using Nero Vision to cut the commercials out from the tv program. When i piece it all together and export the video, should i use SLP,EP,LP,Strdplay,HQ and should i use 1 pass or VBR?
Will the quality somwhat improve over the original 352x480 when exporting to 720x480? It seems slightly better when i try it.
Second question- when i use 1 pass vs 2 pass i notice the video is not in the same place- ie: when going to 10 minutes in video it is not in same frame on both passes. The 2 pass seems to be at least a whole scene behind, but both have the same length? Haven't watched them through to see why yet. TIA for any help.
(second question not needed answer- problem was with fast forwarding in Windows player- time was not listed correctly videos running concurrently were same)
