Better picture with B&W or letterbox?

Hope this is the right forum. This is mostly just for my curiosity.

When encoding a letterbox movie from a 4x3 source (e.g. off air) does the MPEG encoder in a set-top DVD recorder produce a better picture quality than a full screen (4x3) movie? It seems that it could, but does it? My logic is that there is x bytes of space on the DVD for every frame (e.g 720x480). A 16x9 letterbox movie would actually only have 720x360 of picture with 25% of the screen black. since that 25% should compress down to almost nothing, does the chip/algorithym take advantage of that and compress the actual picture even less?

I have basically the same question about black and white movies. I am assuming that with a black and white source, the 3 colors are essentially identical, producing a greyscale. Logically, it would seem that would compress much better which would translate to a better picture quality.
