ULEAD blending 3:2 causes flicker

I am trying to encode a mpeg-2 of a 7 minute movie to burn to DVD using ULEAD. The movie is a live action short I film on 16mm at 24 fps. It has since been converted to a quicktime movie 29.97 jpeg compression. The problem is that eventhough there are interlace scanlines in my mpeg-2 movie, ULEAD is not maintainig the interlacing but instead interporlating and almost frame blending a bizzare mix frame compression in the interlaced frames. As in 3:2 it will have Frame, Frame, Frame, but then the next two frames, which should be split frames, are mixed togethor in some kind of compression. When played on my DVD player this causes constant flicker (every 3 freames) and weird motion artifacts.

I have looked for some features in ULEAD to try and miantain the 3:2 interlacing but I have found no such feature. I can see the interlacing when I cycle frame by frame through the mpeg. But once it has been burned to DVD my T.V. displays the split frames as mixed in a weird almost divx like compression.

Any idea why the ULEAD burned movie is different than the MPEG with 3:2?
