hi there i found a website that sells phone for cheap but the guy accept payments through western unioun so i dont know if the perosn is a proper seller is there any way to find out if he is a propler seller

If it still says Restriction on after you have entered the code, then the code is incorrect.
If it says Restriction Off, then the phone is unlocked.
