BitComet SLOW DOWNLOAD SPEEDS pls help

Hi, I have been using BitComet for the last week or so and the maximum total download speed was 130Kb/s and that was one time only. Now I only get 30Kb/s total download. I have port forwarded 6969 TCP and the BitComet is on the exception tab in the windows firewall. Could please someone help me how to configure BitComet inorder to get higher download speeds per item I have.

My internet connection is 2048/256 and I have also opened the TCP-half opened ports from 10 to 100.
