I'm trying to burn 32 bit wave audio to a CD...

Does anybody know of a program that will work because Nero doesn't seem to support this quality of Wave?

Thanks in advance..

You can only burn a 32 bit file to a CD as a data disc.
The CD-DA format specifies that for it to be a compact Disc Digital Audio compatible, the audio must be at 16 bit 44100KHz.
It's that simple.
I also assume you are talking about a 32 bit floating point file as well, as there are no 32 bit fixed WAV files.
Data only.
What you can do is dither this down correctly to a 24/96 or lower file, and write a DVD-Audio disc.
