How do I change IRQ settings?

Hi I've just got myself a new sound card but it's fitted in on an IRQ channel with 2 other PCI devices and I think that this must be the reason that since installing it my PC is hanging on a black screen during start up for about 3 minutes, just after the windows splash screen.

Could someone please let me know how to change the IRQ settings (if this is indeed what I need to do) through the BIOS as I can't do it in windows (something to do with ACPI I beleive).

Disable the Firewire if not using it; remove the old Modem.
Disable COM ports in BIOS. Are you actually using PS2 mouse (on IRQ12)? Most use USB mouse.
What is that cheap audiocard? That's like onboard-audio quality.
Shoulda got a Creative Soundblaster.
Pull the old CDRom, since you have a DVD burner.
Your FSB:Memory ratio is 3:5 which seems strange to an AMD man like me...
See if it supports 4:5 in BIOS, you could then run FSB at 133MHz (533QDR) with 166MHz memory.
Since your multiplier of 26 would give some 3.4GHz that may not work - but it's worth a try :^)
Clean up your harddisks and system, your WinXP may be old & tired, time to reinstall...?
But there's nothing you can do to change OS-assigned resources in an ACPI compliant PC. Everything should work okay together, or else yanking useless devices may help - but if your rig is 'hanging' on startup during device detection it's probably not because of that.
It's probably harddrive (or optical drive) related including issues with your OS,
