InCD 5 still won't load API

I have tried many things and the same window always pops up when loading into windows"IncD API will not Load" or something like that.

I know a new version has come out but there seems to be no fix to Incd. I guess I'm one of the few with the problem?

Also, what is Nero Scout all about? What does it do and why should I remove it?
