Simply put..
if you've forwarded ports and still have a NAT error, then you haven't forwarded correctly.
If you have a "Static" IP, as you say (don't make me do my rant again, please), and don't have a router, you have no need to "Forward" ports.
I suspect though, that you DO have a router, and either it's not configured correctly or you have another firewall standing in the way.

BUT, also, when i checked the site "sheilds up" it says that the ports are "STEALTHED" and the guide says they need to be open. how can i fix this.
also, i have disabled all my other firewalls.

That's the same router I have, it's a good one.
Find my post about finding your local IP, search my name if you have to. Heck, search my name and the word "static".
Stealthed is how they will probably appear, even if forwarded, but I'm not sure. My post that I'm referring to should help you out.
Meh, here it is:

Scroll down, I made two about the same thing, the second one goes into much greater detail.

Tom, sorry but your posts confused the crap out of me. here are my setings so far:
on my router config, i am running on PPPoE as opposed to Automatic configuration. does this make a difference?
i have fowarded ports 60000 - 65000 to Azreus.
my IP is assigned by DHCP
i have disabled my Windows XP firewall. i have no other firewalls.
Shields Up STILL says that my ports are stealthed.
how can i solve this? pls tell me in LYAMANS ters. :) my internet IQ is 5
thx

PPPoE? You have some fugnasty old skool DSL?
5000 ports forwarded? 5000?!?! More like 1.
Pick 1 port, forward that one, and set Azureus to use the same port. Make sure "use random port" is NOT selected.
And, I don't know how to make it any more clear about how to determine your local IP...to make sure you're forwarding to the correct computer..
