I'm using a LiteOn SHW-1635S YS0X. I upgraded with the latest official firmware. My media is 16x. When I select 4x speed in Nero and DVD Decrypter I get 6x burns. I haven't tried slower than 4x burns.

try some 8x media and that should burn at 4x
