You get your annouce URL from the tracker you are trying to upload to.

I'm pretty sure thats how it works.

You have to download the torrent from the site yourself and seed it, if you dont it'll appear as a "Dead" link.

Or, choose "open file for seeding" as you make the torrent in the first place.

I guarantee that whatever site you're trying to upload to has a guide telling you exactly what to do for your tracker.
