Can someone explain to me exactly what phone unlocking is.

I have an idea is that you get a phone and you wwant to use it for a different service provider(i.e cingular phone with verizon)??

Unlocking works only on GSM phones. The fact that you want to use your Cingular phone on Verizon wont work as verizon does not operate on GSM network.
