Problems with NY tycoon.

I have a big problem with the eurpean version of NY tycoon.
ik can play the game just fine, when i start with Build new york.
When I finish the first level I have to click in opertunities for 2nd district. When I do this, the game crashes again and again.
And the standard windows error: problem with NY tyvoon.exe.

And if I wanna start with sandbox the game crashes immidiatly.

somebody help me!! I allready downloaded the latest patch, and it didn't help.

Please give me a solution!
