I've been burning games successfully with Maxell DVD-Rs for about 2 years. I bought some more Maxell DVD-Rs but the new 1s do not play. I use the cogswap method but when I use it with the newly burned games, it gets the the screen that says use "cogswap" and nothing happens after that. It's like I didn't press x. When I used bad DVDs to burn a game, a black screen comes up, but nothing happens when I use the so-called good DVDs. Does anyone know how to fix this problem?

Maybe you just got unlucky with the dvds. They might be bad. I have only ever used verbatim for my ps2 and have recently been switched over to taiyo yuden. Try those. I used to prefer Maxell for my Dreamcast back in the day. But I only use those 2 brands for my ps2.
