To become a Platinum release it its required that a game has over 600,000 in worldwide sales , games that have sold more than that in another region alone do not automatically make the games budget as to maximise sales in this region, often over a year of sales is required before any game will become Platinum.
After reaching the required level of sales, Sony will often drop the prices of the original to platinum pricing levels to clear inventory for retailers.
It has been noted with the pricing of the platinum range that games will cost around half the price of a new game for the first half of the consoles lifespan then drop to a third in the second, this has happened with both the original Playstation and Playstation 2.
