Help with Treo 650 Hot Syncing Problem!!!

My Treo 650 will not hotsync. I have installed all of the software included, the connection is set up correctly as a local USB connection, and still nothing. The computer does not even recognize, the hardware, no little window comes up in bottom right corner, as it should. (Running windows XP) Please help as this is my dad's phone and I want to get him off of my back!
