In the US there is a law called fair-use but then why are dvds copy-protected

It's to prevent the average PC user (that don't know much about computers) from making simple copies to pass along to friends and/or neighbors since direct copying doesn't work in most cases. People who are a bit more knowledgeable with computers can and will find ways to break copy protections.
