Dolby AC3 on CDR?

I'm a musician and I need to make a CDR (preferably, i don't want to have to go buy a DVDR just yet) with nothing more than a dolby AC3 stream (and i guess a black video stream) for a track i'm working on. I know VCD doesn't support AC3, but I'm wondering what workarounds are available to get a DVD/VCD player to play a CDR with a surround stream... Can i make a DVD image with the files and then just burn it to a cd? or is it more complicated? Also, my output file can be either an .ac3 or dolby digital wav file... can i just join that to a video stream, or do i need anything else? thanks
