When I get to the encoding screen, the stream types is set to ES(vid+aud) and everything else is grayed out. How can I get the program to give me the other options? I need to set it to System(vid+aud).

TMPGenc encodes DVD by creating elementary (A and V) streams (and you can learn how to use them by reading http://forums.afterdawn.com/thread_view.cfm/351013 , a thread I wrote couple of days ago and which anyone ignored).

Strictly:

1) compress to MP2 the 48 kHz created by TMPGenc (224 kbps instead of 1411 kbps).
2) author M2V (created by TMPGenc + MP2 --> VOB set + IFOs + BUPs)
3) Burn, with Nero, that stuff.

Obviously, the average bitrate used by TMPGenc will have to be calculated before using, insertying into DVTool the:
a) movie's length
b) audio type (MP2 audio, 224 kbps)

DVD also accepts AC3, but it would be 1+1 chanels too, unless that AVI already had AC3 as sound anfd therefore using AC3 is useless (192 kbps vs 224 kbps). If it has AC3 sound, read well http://forums.afterdawn.com/thread_view.cfm/351013 .

Actually these are very short vid clips. Just of some footage I took at work - less than 5 minutes. I found another thread on here with someone with a similar problem. There's an "unlock" file in the extra folder and I loaded it and everything looks ok for now.

I don't like the fact that it was demultiplexing the file. How can you make a dvd the files separated??

I checked out your other thread(the link you provided) and that process seems too long, tedious, and very confusing. I like to keep things simple.

You could author the files into a DVD using, for instance, DVD Lab. It shows two rows, one for the videos and one for the audios.

You have create a sequence of files this way:

V1---V2---V3---V4---V5
A1---A2---A3---A4---A5

and the playng sequence will be
mov1--->mov2--->mov3--->mov4--->mov5

Alas the free IFOEdit application, I suggested in my 'sticky' post, since is free, does,'t authoring multiple files. Maybe TMPGec DVD Author does.
Advanced authoring application also support fancy stuff, like menus language selection screens, scene selection screens and so on.
I never used such files, since I'm only interested in authoring long (about 2h) movies.
