I got all the way to division 47 and talked to General Grunt about the job. Then I cleaned the restroom and saved it not realizing it wasn't marked off my goal list. Now when I go to the restroom, there's nothing left to clean but it still says that the task is incomplete like it's stuck or something. Does this mean I'll have to start all over or is there some cheat to get through just this task?

Maybe check out gamefaqs.com? I dunno, think that would be the best place to look:)

Download a save game from earlier in the game. It might save you some time at least.

go to psp-hacks or gamefaqs, and download whatever save game you want. Connect your psp to your comp, then grag the folder with the save game in it to your SAVEDATA folder.

There is probably nothing wrong with your task list:
have you:
cleaned the sink
cleaned the toilets
cleaned the puddles on the floor
cleaned the showers

In the lab:
picked up ALL the rubbish
