Hope this leads you in the right direction. Google a little.

No, you will never see firmware for the xbox360 posted at any site. The people responcible for posting the firmware would be a huge target for M$. Simply posessing modifyed or even unmoddifyed firmware in digital form is Illegal unless expressly mentioned by M$(such as the case of it exsisting in the DVD drive). Possesing unsigned code is very illegal.

Torrents engines might have it same with peer to peer sites. Dont ask other people directly especialy in a open forum. A torrent database hosting "links" to firmware is not as subceptable to lawsuits. They are not usualy the persons uploading the file link to the firmware torrent. Sence most torrent sites are run as a non profit org they are not as directly liable for the content on there site nor are they as directly required to "police" the contect uploaded to there sites. This is akin to the old napster situation. Napster broke the law by facilitating the transfer of illegal files.. they had databases of who to download media file from and there interface was how the files where actualy transfered.
In a torrent situation the torrent sites and the torrent download tools are seperate. The sites are protected by not being required to police there sites and the interfaces are not responcible for the end users activitys. If you ask someone for say the 360s dvd firmware and they are all like "sure, here is a link to it on my server" they have not only admiting to breaking the law but have also opened themselves to being prosicuted for trafficing in unsigned code. No one got sued by the RIAA for downloading music... they got sued for trafficing illegal content. People who got on the lists where there because they kept sharing the music to thousands of people, not for downloading the actualy illegal content.

BAM!
