I have the latest slim-pstwo with a dms4 mod chip and toxicOS. I just burned street fighter ex 3 with DVD Decrypter
and it does not read disc or direct boot. When I got into ToxicOS i can load the cd form there.. my question is can i this game to diectly boot? or will i always have to do my cd-r's like this... thanks if u can help

Well ,i think you shouldn't have burnt a CD with DVD Decrypter ..
Try Alcohol, i have the same game and it boots directly.
