Grey Ground and Square 2D grass on Oblivion : PLEASE HELP

Can Somebody out there please help me. When I play Oblivion the ground is all grey and sort of blurry, and the grass is 2D with green square boxes arond them. I tried changing the fLODLandVerticalBias=0.0000 to fLODLandVerticalBias=-1000.0000 like the forums said but when i went there it was already changed.I dont know what to do. Ive got a Radeon 9250 128mb card and 512mb Ram and ive downloaded the shaders and fixes and typed TLB into the console but the only problems are the ground and grass. Somebody please HELP me.

Update driver of the video controller it could help in this problem. Into question is graphics fault. google > radeon 9250 drivers
