CPU temps.

I had just finished putting together all the parts for my new PC build. I double-checked and everything is correctly hooked up. My problem is, my new CPU has heat issues. The CPU is:
Intel Pentium D 930 Processor 3.0GHz Dual-Core
I am using the Intel stock fan that came with the Processor.
After installing all the hardware, I booted up my computer for the first time and went into the BIOS to check the temperatures. My CPU temperature was around the mid 50's (degrees celsius) at first, then just kept on going up and increasing up to about 90 degrees celsius, I then shut it off. I was just watching the temps, didn't even install Windows yet.
After that, I dismounted the CPU Fan+Heatsink, applied silver compound, and re-installed the Fan+Heatsink. I also installed a 120mm exhale fan at the back of the case (under the power supply). There is also an 80mm fan on the clear side of the case. After all that, the BIOS indicates that my CPU temperature idles at around 53-55 degrees celsius (was that the case fans' help...?), after I watched it for about 5 minutes. My question is, is that temperature normal?
The CPU manual that came with the processor only says that the CPU operates well if the case temperature is equal or below 38 degrees celsius (which it is, way below that). I googled my CPU and found out that the maximum temperature for it to be running at is around 70 degrees celsius.
If that is so, are the temperatures (53-55 degrees celsius) for my CPU on the safe side? I would really like to hear a big YES for this one.
I would only assume that these temperatures I see in the BIOS are for the CPU under no load, since I would not consider the task of going into the BIOS a heavy load for the CPU.
Another thing, this stock CPU fan from Intel is VERY loud. I have purchased this one:

I have not tried installing it yet (it is absolutely hell working with the new socket LGA775 pins) so I do not know the results.
Also, my PC sounds like a turbine when I start it up with all those fans...
This is a lot of information thrown out there, so I'll just highlight the main questions:
1) Are my CPU temperatures on the safe side?
2) Is that new CPU Fan+Heatsink I have chosen any good?

Hi, yes the temps are normal.........Be very carefull that the 775 hatsink/fan is mounted correctly...I dont think you got it right the first time( 90c).

One way to find out if the fan is good is to install and monitor temps............Use utilities like Asus Probe, SpeedFan, PcWizard..etc
