It seems almost every site has a different set of cheat codes. Don't the game publishers leak them to the media? shouldn't they all be the same then? I'm confused :) Many of the sites take user submissions. Does that mean there are people actually guessing the button combinations? My favorite site has always been 1UP.com but it seems like there are dozens of sites dedicated just to cheat codes... Not sure where to begin...

cheat codes varies for different cheat devices, e.g. http://www.codejunkies.com/ for action replay, http://www.gameshark.com/ for gameshark etc... but http://www.gamefaqs.com/ is the best place to go for guides

Thanks all for the great links. For the sites that take user submissions, are users actually guessing the button combinations, or do the game publishers supply these cheat codes? I haven't yet bought a cheat unit like GameShark (sounds like a great idea though!), so I'm confused why all the basic cheat codes would be different. I feel like I must be missing something :)

The codes would most likely be found through reverse engineering / hacking. I doubt game developers would supply these codes, or even have them in the first place, as they are not the ones in charge of developing the cheat devices.

They are different because each cheat device has different standards. Unless the core of the cheat devices are the same, it's only natural to think that they look different

@mikeTom: dan168 is right. They are programmed by different companies, so they break the gamecode different. And a save file on the MC is manipulated differently by each of the programs. It's not easy to convert codes, but it can be done. Converting saves is as easy as loading the 1st cheat device, uncompressing it back to the MemoryCard, then loading 2nd cheat device to manipulate that save.
