Does anybody have a 25% (or near) complete gran turismo 4 savegame? (EU/PAL version)
Also is there any converter tool for savegames between different regions as there are for PS1 saves.

Your best bet is to look on http://www.gamefaqs.com/ or http://www.codejunkies.com/ , there's a tool called PS2 Save Builder that converts between the different regions/types of saves
