At a guess, its a corrupt file.
I'm assuming you mean that this error occurs whilst you are rebuilding? In which case, remove the file, and try inserting it again.
If it's while the game's running on PS2, then you either rebuilt incorrectly, have a bad image or are using crap media.

it happened on ps2, as i said the name of game is gta sa. i only changed the file name "GTA3.img", which is in "model/". it was not changed but i opened it with img tool and changed one car file with mine one.

na, i havent changed the name. see now i will explain, it sound stupid, maybe it is. i was modifying File GTA3.IMG. like that file is moded in pc to get real life cars like supra. i dont know why it gives read error, when i add car successfully and place them also

Because the PS2 isn't the PC. You can't go mucking about modifying files willy-nilly, that you have no knowledge of and hope that everything will be okay.

te file added successfully, rebuilding that GTA3.IMG was also successful. the thing that make it hang is that the size of the file increases. as you all know that the custom cars models for gta sa available on net is large in size than the normal one. if there is any thing through which it will not detect the size, then it wil read.coz the real gta3.img file size is 469,196 kb and when a car model is replaced, it becomes 469,556 kb. i thing that is why it give me read error.maybe

Those are for PC, but when you extract files from PS2 img file, they work in editers.

Yea it is to do with the size, no matter what if you change any of the file sizes the game wont load AT ALL(dont know why downsampling/replacing with dummy files works). There is no way to add custom files to a PS2 game, except for music but that involves replacing with files that are the EXACT same size as the original. So your models wont work.
