Why are DL DVDs still expensive per disks

Now with HDDVD and Blu-ray out, you would think they will be cheaper. Is it because regular DVDs are so cheap, that people will just buy regular DVDs, thus not allowing them to mass produce DL DVDs?

What do you think?

It?s must be because there is far more hassle in producing a double layer disc.
It has to have two layers of reactive chemicals to be written to.
Getting it to burn correctly and playback without problems requires a lot more than a single layer.
Chances are though, that when HD DVD/Blue ray take off, double layer DVD will just become redundant or will remain a niche market

Also, if DL discs get real cheap, it will do away with the need for single layer discs.
