I think it's a dev tool for attempting to decrypt the 2.71 EBOOT file. As that is a ridiculously complex process requiring a huge amount of PSP know how, I think this is an app that you should only use if you are on the Dark_Alex/Booster/MPH level of PSP knowledge.

No.
This is the key to decrypting the 2.7 firmware.
Yes by doing this they may find holes in the security of 2.7.
But more importantly (if you have a 1.5 that is), this will allow us to emulate firmware 2.7 on firmware 1.5

And when that day comes I'll have a smile a mile wide, as I am sure many of the other 1.5ers on here will too. Not as much of an elite club as it was before, lol, but the more the merrier! Everyone can join the 1.5 party! There's cake and icecream for all!

OK the firmware now is encrypted. Right? This means this:

No! ...
If you dont get any of the stuff I said before. Just get this into your head: decrypting the firmware allows it to be emulated.
Sorry but I dont think I can explain it better.

nah its okay thanks..but did someone come out with something.. did somebody "decrypte" the 2.70 fw or not yet or the someone did decrypte but nothing happened ;S

Yes someone has decrypted the firmware lol thats what this program is for.
But no one has made DevHook compatible with it yet though.
