internet explorer, control panel not working

internet explorer wont open and when i try to open control panel, my computer or any other folder nothing happens except for the screen refreshing

please help

Is the actual explorer working? like my computer, if not then go into task manager, go to run, and type in explorer, then try to access the folder and see if it makes a difference. Sounds like corrupted windows files.
