Mis-proportioned AVI clip

I downloaded an AVI clip that I want to convert to DVD format through Roxio's AVI to DVD converter. But when I checked the AVI clip for quality, I found that the vertical aspect was compressed.

I checked the proportions and found that it was 640 x 272. I'm guessing that the clip is supposed to be for widescreen monitors.

Can I resize the clip to proper proportions for standard monitors 4:3 (640 x 480) so that I can save it in the correct ratio?
